The High Table, or The Table, is a council of twelve crime lords that govern the underworld's most powerful criminal organizations. It is considered the ultimate authority of the underworld and is feared and respected by all, up to and including John Wick and Winston Scott. The organizations represented by members of the High Table have many police forces, politicians, and bureaucrats around the world in their pockets, allowing them to conduct business with virtual impunity. The High Table is led by The Elder. The High Table shares ties with the Continental, a global hotel chain that also serves as an autonomous assassin organization. The High Table had a number of specialized agents who operate worldwide in every country the Table had jurisdiction in. These agents outranked every regional organization, up to and including the Continentals' Managers and would enforce the Table's decisions or take special measures to ensure its interests. Similar to the seat holders they served, the agents are replaceable, with a new successor taking their position. Special agents include Adjudicators, Harbingers, and the Autem Imperators. The High Table also has their own army of well-armed soldiers deployed possibly in every country where Continental Hotels were stationed. The High Table soldiers are depicted as SWAT like men wearing full bodied armor including tactical helmets, masks, forearm protectors and ballistic glasses. These helps to protect their body during their fight. The soldiers are very skilled in combat including their marksmanship in fire arms, skilled in hand-to-hand combat and knife wielding. One of the soldiers during the raid in Osaka can be seen blocking and deflecting John Wick's shots. Their firearms are outfitted with flashlights, which let them to see clearly in low-light conditions. The soldiers are commonly seen attacking as a unit. Furthermore, their combat outfits are seemingly designed to which country their stationed such as during the New York Continental siege, they wear clear SWAT like armor. While in the Osaka siege, the soldiers wear Oni like masks with a Samurai styled armor. The soldiers provide a new degree of difficulty to John's encounters due to their full tactical armor that defends them from hostile strikes.
The Continental is an international chain of luxury hotels that function as neutral territories for members of the criminal underworld. They are frequented by many hitmen and high-end criminals. While appearing to be a chain of luxury hotels for normal guests, these hotels also serve as a neutral sanctuary for hitmen, assassins and other members of the criminal underworld and prohibits killing of any kind. Eventually, the Continental spread around the world with their own chains runs by other members internationally. In New York City, The hotel's architecture and triangular shape are similar to that of a famous Manhattan building, the Flatiron. The Continental in New York City is currently owned by Winston Scott, a friend of John Wick and a ruthless enforcer of the hotel's rules. The reception is operated by a concierge named Charon. The Rome Continental is operated by Julius. The Casablanca Continental, operated by Sofia Al-Azwar. The Osaka Continental, operated by Koji Shimazu with his daughter and concierge, Akira Shimazu. Sanctuary: Provides protection and sanctuary for clients when they are within the premises of the hotel. (All branches) Food and Accommodations: Meals, beverages, and hotel accommodation. (All branches) Weapons and Ammunition Supplies: The Sommelier Fashion and Body Armor: The Seamstress and The Tailor Mapping and Blueprints: The Cartographer Transportation Services: Disguised as a public taxi service. The Continental Hotels and its guests must abide by the following rules at all times: A Continental Hotel is a sanctuary to all people present within its premises. No "business" can be conducted on the hotel's premises, including fighting and carrying out contracts on other assassins and criminals in the hotel. Ms. Perkins broke this rule, resulting in her revocation and execution. Although the rules are strict, they are not unjust. When Perkins tried to kill John in his room, Charon asked if John needed a "dinner reservation", meaning John would have been allowed to kill Perkins since it was self-defense as she tried to kill him first. Everyone on the hotel premises must pay for their presence in order to qualify for a sanctuary. This is usually invoked by booking a room, but if a member merely desires to use the facilities before moving on the same day - say, for a private meeting - purchasing a drink at the bar will earn sanctuary until the day's end. A person can be exempted from this rule if they were sanctioned by the hotel manager to take refuge in the hotel, despite not availing any of the hotel's services. Additionally, the Continental's concierge can provide for almost any needs of their exclusive clientele. Some locations can even board pets — just not in the New York branch. Aside from the rules mentioned above, the Continental Hotels are also subject to special rules that are enforced by the High Table: Under the orders of the High Table, helping or assisting excommunicated members is prohibited, with harsh punishments ranging from physical injuries to death. The Table, when they deem it as a necessary course of action, has the supreme authority to declare a Continental Hotel as "deconsecrated" (the act of revoking a Continental Hotel's status as a safe zone), which permits killing and execution of contracts on the hotel grounds. While the High Table is the supreme authority in most cases, the Continental is an autonomous organization, and its various branch managers — Winston in New York, Julius in Rome, Sofia Al-Azwar in Casablanca and Koji Shimazu in Osaka, among others — have complete authority over Continental business. In fact, Winston may even have a history of pushing back against the High Table.
Markers are a blood oath between two individuals. Markers are also formally witnessed or recognized; It is not just any blood oath. A marker is a small round metal object indicating the debt of a blood oath between two individuals. Opening in the middle to reveal a divided surface, the debtor presses a bloody thumbprint on one side to commit an oath is owed, while the borrower likewise presses their bloody thumb to the other side to indicate when an oath has been fulfilled. Records of blood oaths are registered and tracked by The Continental, under the supervision of Winston. He tracks the issuance and redemption of blood oaths in his own leather-bound record book. Markers are considered to be the ultimate last resort solution for any favor, due to its extreme regulations. A marker-giver, has the full right to do any actions he/she deems necessary to threaten/force the person who made a blood oath to do any task the marker-giver deems them to do. Santino D'Antonio sets John Wick's house on fire, and yet Winston simply says "he has full rights to do so". Even if a marker-holder is Excommunicado, the marker-giver is still obligated to help them and they cannot kill the person who they gave the marker to. A blood oath, once sworn through a Marker, must be honored and carried out. Those who don't hold up their end of the deal will face the death penalty. Killing the holder of the blood oath is, of course, unacceptable, as well as running away.
Winston Scott is the current owner and manager of the New York Continental Hotel, an establishment that functions as a neutral territory and safe zone for criminals and hired killers. No business is allowed to be conducted on Continental grounds, and those who violate this important rule are given severe penalties: which are often ordered and overseen by Winston himself. Although he is a close friend and ally of John Wick, he is still a high-ranking and powerful member of the Continental, and does what he has to do to those who break its rules. Winston holds a powerful position in the underworld society and all assassins know the rules of the Continental. However, Winston's personal history, and that of the hotel, is unknown. It seems that the equipment used to place targets or tabs is of a dated time. Whether this is a stylistic choice or a means of protection has yet to be acknowledged. He may have origins within the Ruska Roma, as he carries their tattoo on his wrist. The chain of Winston's network appears to be well-connected and respected by many underworld equipment and service providers, to the point that equipment orders can be delivered to the customers' hotel rooms. At one point, he hired Charon to be the receptionist at the Continental, and eventually gained the latter's trust to be his right-hand man. Winston deeply believes in the rules and the consequences of the assassin underworld. He takes his role as management very seriously, as he had Ms. Perkins executed for attempting to assassinate John Wick on company grounds. Even though he considers Wick a friend, he deemed him excommunicado for killing Santino D'Antonio in the same place, although he afforded him a grace period of one hour. He considered Wick a friend to the degree that he warned him about re-entering the assassin underworld and discreetly informed him of Viggo Tarasov's whereabouts so he could maintain plausible deniability, as well as reinstating his privileges when the Continental had been deconsecrated. Winston speaks English, Italian, Latin, French, and Russian.
Charon is the concierge of the Continental Hotel in New York City, employed by Winston Scott as his right-hand man. Charon often interacted with John Wick in his position as the concierge of the hotel, offering John various services, such as taking care of his dog. As concierge of the New York Continental, Charon is both the face of the hotel and the guard at its gates. Charon is man clad in an air of mystery. Most of the time calm and collected, Charon performs his duties as a concierge of hotel professionally and thoroughly and becomes agitated when somebody does not follow the rules of Continental. Most significant he is absolutely loyal to Winston whose orders he fulfill to the letter to the point where Winston call him pride of the hotel. He also deeply respects John (a fair bit more than what Winston does), as seen that he was willing to look after his dog while he was out of the country, even though it was against Continental rules, and enjoyed having the company of his pet.
The Director is a crime lord and leader of the New York branch of the Ruska Roma. She is also the adoptive mother of John Wick and a mentor at the Tarkovsky Theater. The Director is the theatrical mentor at the Tarkovsky Theater and leader of the Ruska Roma, a crime organization that has an understanding of The High Table, which is considered to be the governing authority of the criminal underworld. She was also known to be the mother figure of the legendary assassin John Wick, who was trained in his childhood by the Ruska Roma before he left.
The Bowery King is the powerful head of The Soup Kitchen, an underworld intelligence network in New York City disguised as a homeless shelter. The Bowery King controls a network of soldiers and spies hiding in plain sight, posing as those at the very bottom of society. Little is known about the Bowery King's past. At some point in his life, he was targeted by John Wick but managed to survive despite being cut twice by Wick. Soon after, he took control of The Soup Kitchen, a homeless shelter, where he created an underground empire. Recruiting a large number of beggars, vagrants, and panhandlers to act as his eyes and ears in the city, and training pigeons to act as messengers, he established a large intelligence and data network across New York without using the Internet or phones, thus remaining anonymous and untraceable. The Bowery King is a mysterious person, with his real name unknown. He spends most of his days on the rooftop of the Soup Kitchen, tending to his pigeons. The Bowery King is an unexpected, but undisputed possible threat to the High Table, with his informant army, fully supplied weapons, and "information" of carrier pigeons, all operating from a soup kitchen. He is the ruler of his own underground kingdom. Even in the presence of the High Table, the king enjoys mocking and laughing, yet he is also a fearless leader. He is willing to supply John Wick with goods such as ammunition and information. His attitude resembles that of kings in the past, such as boasting about how powerful they are, providing needs, and asserting their right to reign. All in all, he is charismatic and genial, while also ruthless and efficient.
Jonathan "John" Wick, born Jardani Jovonovich (Джарданы Джовонович). Over the course of his violent career as a killer-for-hire, John Wick has earned a widespread reputation as one of the world's deadliest and most skilled professional assassins. His extraordinary exploits, formidable skill set, lethal precision, and unwavering focus and determination to complete his tasks have solidified his status as both a legendary and infamous figure within the international criminal underworld: known and feared by many as the Baba Yaga (Баба-Яга) or The Boogeyman. Years after leaving the Ruska Roma, John became a professional hitman who earned the nickname Baba Yaga ("The Boogeyman" in Russian) for his unparalleled hyper-lethality. He joined the Continental in New York City, a hotel chain catering exclusively to criminals. His reputation for peerless efficiency and reliability earned him considerable respect and fear within the criminal underworld, as well as his persistence to go after those who earn his anger, making him a legendary figure, known to the leaders of virtually all criminal organizations as someone never to be crossed. John eventually joined a Russian criminal organization known as the Tarasov Mob, becoming one of the main executors of its leader, Viggo Tarasov, who valued and respected John's exceptional abilities, and once saw John kill three men in a bar with a single pencil. During this time, Wick developed relationships with various other criminals working for the High Table, the highest known power in the international criminal underworld, comprised of delegates representing each controlling mafia family. However, John also made a considerable array of enemies He previously worked for the Tarasov Mob until his retirement. He retired in order to spend time with his wife, Helen Wick, who later passed away from an unidentified illness. His superior, Viggo Tarasov, promised to allow John to quit if he first completed an "impossible task": killing all of Tarasov's enemies in a single night. Having succeeded, John retired and lived peacefully for just over five years. Following his wife's death, John came out of retirement after Viggo's son, Iosef Tarasov, murdered his dog, Daisy (who was gifted to John posthumously by Helen to help him grieve), and stole his car during a home invasion. He succeeds in his quest by killing Iosef and eventually Viggo, before reacquiring his car from Viggo's brother Abram Tarasov. Unfortunately, his "impossible task" forced him to swear a blood oath to Camorra boss, Santino D'Antonio, who ruined his chances of returning to retirement by compelling him to assassinate his sister, Gianna, allowing him to take over their family's legacy. Once John killed Gianna in Rome, he finds himself at odds with numerous assassins hired by Santino, who wanted to tie up loose ends. After several confrontations, John successfully returns to New York and elects to murder Santino in the Continental's lounge, where no assassinations are allowed. This act led to the High Table, an international organization composed of twelve of the world's powerful crime families, to put a large bounty on John's head and the New York Continental's manager, Winston Scott, saw himself forced to revoke John's membership in the Continental, rendering him excommunicado. Due to his harsh background and being rigorously trained for his childhood and adulthood by The Director and his career in the Marines, John could be described as a very serious and stoic individual who rarely spoke more than necessary (preferring actions over words and being described as someone who never wasted words) with a strong sense of obligation. As a professional assassin and hitman, John was highly confident in his abilities and reputation, being greatly respected and feared by many criminal organizations and other assassins alike. However, John was a man who is worth his reputation as The Boogeyman for his lethality as he never failed on his missions. Despite his calm and collected behavior, once angered or taken by vengeance, he would stop at nothing until he kills his target no matter who or what stands in his way. After a puppy from his wife, which was the last posthumous gift from her not to be alone, was killed and his car stolen, John set out on a journey for revenge, which was successful but also created other problems for himself on future events. Despite his skills, John preferred to avoid fights if he could. He was skilled at getting people to back down without resistance and would often let people go when they do and he was able to avoid allowing conflicts to escalate any further as seen when he was able to call a truce with Abram Tarasov and when he allows Zero's students to live after beating them in a fight. His friendly and professional personality allowed him to maintain contacts within the assassin community who were willing to come to his aid when needed. His strong sense of honor also meant he made a point of not allowing innocent people to get caught in the crossfire of his work. John's Myers-Briggs personality type is ISTP.
The Ruska Roma, also known as Russian Gypsies, are the largest subgroup of the Romani people in Russia and Belarus. A powerful criminal organization in Germany, it is one of the twelve organizations that holds a seat at the High Table, although Vincent Bisset de Gramont claimed that they only held a "second-rate seat."
Excommunicado is a state of a former Continental member after their privileges are revoked due to a severe infraction of the rules. When an individual is excommunicado, they lose all access to Continental services, including protection from other Continental members. This means the excommunicado may be killed without repercussions. It also appears to extend to the criminal underworld as a whole.
High Table Duels are essentially trial by combat, in which two warring factions offer up a proxy to participate in a High Table sanctioned duel, along with a "second" to support the proxy. Duels must be overseen by a Harbinger or similar High Table representative and exist to prevent faction warfare, which would threaten the integrity of the High Table. The duels can also be used to challenge high-ranking members of the High Table and even heads of crime families. Upon the challenged accepting the duel, both parties must discuss their demands and rules of engagement at a predetermined location. The rules include time, weapons, and location. The rules of engagement are decided through a card game, where a representative from each party flips a random steel card on the table. Whoever's card bears the higher number, will decide either time, weapon, or location. As the duel commences, both proxies and their seconds will drink, as the Harbinger recites an oath. The proxies will then remove all body armour and equipment before being provided with the chosen weapon and fighting to the death. Following the duel, the victor's demands will be met and the loser's second executed. "I commend your souls to God. We begin as we end. Ashes to ashes, dust to dust." —The duel's oath The graphics on the High Table steel cards for the rules of engagement are based on 17th-19th century classical paintings. The rules of a Duel is such: If one of the duelists is wanted dead by the High Table, they appear to be given a temporary amnesty for the duration of negotiations in which no one may attack them and they can leave unharmed. The duel will always end in death if the combatants choose no quarter. The fact that no quarter has to be agreed to by the duelists suggests that there's a non-lethal option for the duels, possibly one of the participants being allowed to surrender. The proxy must be accompanied by a second. The second will be executed, should their proxy lose or fail to meet the duel's deadline. Failure to meet at the appointed time will result in forfeiture. The duel must be accepted by the challenged party before dueling and a duel cannot be arbitrarily issued. This is confirmed when the Marquis initially declines the challenge, but accepts when Winston appeals to his ego. An excommunicated individual can still issue a challenge, as long as they belong to a crime family and have a Crest. The challenger must be a part of a High Table family and have a family Crest. The appointed weapon must be used by both parties. Should pistols be chosen, each party starts the duel thirty paces away from each other, and approaches the other at 10 paces after each round. Should the proxy be pardoned by his second before the opposing proxy dies, the proxy is released from his obligation and will not be executed upon defeat. This will only occur if the second takes the proxy's place in the duel. This is confirmed when the Marquis pardons Caine before attempting to kill John and explains why Caine was not executed upon the Marquis' defeat. The challenged party flips their card first when discussing rules of engagement. The victor's demands must be met, however, at the discretion of an overseeing Harbinger, the second proxy's demands may be met, should they be pardoned by their second and survive. This is confirmed when the Harbinger releases Caine from his obligation and promises safety for Caine's daughter. The High Table cannot interfere with the duel. This includes obstructing proxies from reaching the duel, however, the opposing parties can obstruct one another. This is confirmed when the Marquis sends The Myrmidons to stop John from reaching the duel without repercussions. All body armour and protective equipment such as bulletproof suits must be removed prior to the duel. An excommunicado order can be lifted by dueling a representative of the 12 High Table seats, like the Marquis. Given that duels can lift an excommunicado order, they can presumably cease bounties and possibly even subvert blood markers, however, as previously mentioned, the duel must be accepted by the challenged party and may be declined at their discretion.
Vincent Bisset de Gramont, also known as The Marquis de Gramont, is a powerful French aristocrat and a high-ranking emissary of the High Table. Granted vast authority and resources by the twelve members of the High Table. His headquarters and his own palace are located in the city of Paris. The Marquis Vincent de Gramont is a well-groomed tall, young Frenchman, who dons glittery expensive suits. He has green piercing eyes, pale skin, and a brown short fixed hair. He likes to wear different kinds of luxurious suits. The Marquis' character's suiting style is unusual compared to other characters in the underworld. Because this is a whole look at the fashion of men from more than a century ago. It also represents the manner in which upper-class gentlemen's traditions have been passed down through family generations. His tuxedo has a double-breasted design with his emblem as a lapel pin, a traditional detail, with a golden ring on his left hand. Furthermore, the silver and gold Pocket watch or the Albert chain is an essential accessory, clearly expressing the traditional manner of wearing a suit that was very popular during the 1900s-1920s or the transition aristocratic period from the era of wearing suits and a long-tail coat that gradually fades some features have been pared down to create a traditional three-piece suit. He wears three-piece suits with different kinds of ascots/cravats and knot ties such as a Van Wijk knot. From his sleek traditional wardrobe to classy accessories such as having an equestrian stable or a long table of delectable pastries, it tells that the Marquis lives a lavish Parisian lifestyle. A luxurious young nobleman, Vincent is charismatic but highly ambitious, arrogant, bloodthirsty and cruel. Alongside that, he appears to be prideful and arrogant, not letting anyone speak over him or dare defy him as shown when he blows up the New York Continental. He has been shown to be impulsive, as when he chose Caine, a blind man, to shoot another man for him. He has a distinct fascination with pain and suffering as he actively seeks to be a menace at any given moment. The Marquis is a vicious man who believes that the best way to deliver a message is to cause as much damage as possible, even if it means mass killing. Vincent twists any deal he makes, and making a deal with him often entails self-harm. Vincent likely shows being a hedonist. He is continually indulging in life's finest things in the most indulgent way possible. Not to mention the frequency with which he indulges his sadism. He seems to think very little of the traditions of the High Table and desires to change them. However, his ambitions seem to be unpopular with the certain members of the High Table. Vincent is also depicted as a coward, only elevated by his authority and preferring to let others do his dirty work unless he's adamant of his control over the situation.
The Tarasov Mob is a Russian crime syndicate based in New York City. It was headed by Viggo Tarasov; and upon Viggo's death by his brother, Abram Tarasov.
The Elder, also known as "The One who sits above the Table", is the enigmatic and all-powerful leader of the High Table who resides in the deserts of Morocco. The Elder is considered to be the most powerful individual in the international criminal underworld, and has a level of authority superior to those who have a seat at the Table.
Caine is a blind yet extremely skilled assassin. Before he decided to retire and give up his eyesight, Caine was considered to be one of the world's most dangerous assassins and is one of the few people who can match John Wick's skill. Much like his friend John Wick, Caine is a fundamentally good man who cares about his family and had succeeded in retiring from being an assassin in order take care of his family. Caine is extremely selfless and honorable. He also believes in fairness. Notably, Caine doesn't appear to kill unless he absolutely has to.
Killa Harkan is the head of the German branch of The High Table and a mob boss in Berlin who operates a nightclub called Himmel und Hölle. A German mob boss associated with the High Table, Killa is a cunning and bigoted person who enjoyed toying with people. Killa is also extremely gluttonous, willing to betray anyone for the right price. The German mobsters who are under Killa's criminal organization are depicted as men donned with maroon suits and pants with big belts and black shirts underneath. They appear to be bouncers of his nightclub and were commonly seen using hatchets during the club's attack. Furthermore, instead of hatchets as their weapon, they were seen in Killa's office handling other firearms and weapons such as guns. The mob was seen fighting with hatchets, knives, and even hand-to-hand combat.

The nightclub interior has a brutalist architecture style and two levels. The nightclub is located at Köpenicker Str. 70, 10179 in Berlin, Germany and was opened in 1996. The club is mainly used for recreation and does not appear to have a "neutral" status like Continental Hotel chains, although, illegal activity is still conducted on the premises as caches of illicit goods can be seen in Killa's office.
Cassian is an assassin who served as the top hitman of the Camorra and the chief bodyguard of the organization's leader, Gianna D'Antonio. As with many other assassins working in the criminal underworld, he is a one-time acquaintance of John Wick. Cassian is a very serious, stone-faced man, much like John Wick. He seeks revenge on John for killing Gianna D'Antonio, much like Wick seeks revenge for the death of his dog in the first film, making him a pretty sympathetic assassin. Also, when he saw Gianna's dead body, he looked genuinely distraught, which shows that he really cared about her. Like John, he prefers to avoid hurting innocent people, having waited until everyone has left the subway before attacking him. Although he sought revenge upon John, he promised to make it quick and even expressed understanding for the fact that John had no other choice after learning of John's Marker with Santino. More champion than hitman, Cassian loyally defends his ward, Gianna D’Antonio, even after her death.
Sofia Al-Azwar ( Arabic: صوفيا الازوار) is the manager of the Casablanca branch of the Continental Hotel. Steadfast and observant, she takes no nonsense from anyone. The Red Circle is a high class nightclub in New York City. Located on Chambers Street in Lower Manhattan, it was known to be highly popular both in and out of the criminal underworld. The Red Circle is a large nightclub situated on the east end of Chambers Street in Lower Manhattan. It was seen to have at least three floors, including a private bathhouse in the basement. Just above that on the ground floor is the main club, where the dance floor is located and loud music is played. The third and final floor has a lounge area where clubgoers can sit, drink and socialize. Just beyond that is another, larger lounge area with a balcony overlooking the dance floor. Being a mob owned establishment, the club boasts an impressive security detail, with armed guards situated in all areas of the building. The security team wears red shirts and black suits as their dress code to match the club's color motif.
Viggo Tarasov (Russian: Вигго Тарасов) was a notorious Russian crime boss from the Tarasov crime family, the former head of the Tarasov Mob in New York City, and the father of Iosef Tarasov. An enterprising businessman with questionable roots, he was also the former employer of John Wick. Viggo Tarasov inherited the leadership of the Tarasov Mob after his father died. It is mentioned that he always had a rivalry with another 'gang.' While Viggo was in a bar, he saw John Wick kill three people with a pencil. This sparked the light in Viggo's eyes; he saw John's potential and hired him to be part of the mob. Later, John asked to leave to marry Helen. Unwilling to let his best and most capable henchman leave his service, Viggo gave him an 'impossible task', implied to eliminate notable members of rival mobs. However, with the help of Italian crime lord Santino D'Antonio, John succeeded and Viggo had no choice but to let him retire. The assassin's "impossible task" enabled the Tarasov Mob to rise to power in New York. Viggo Tarasov is a middle-aged Russian boss with a wide chest, muscular arms, green eyes, white hair, and a beard. He has various tattoos such as a spider tattoo on his left hand, a Firebird on his left hand, and a Russian text on his chest. He dresses similarly to a typical mobster fashion such as donning an all-black, gray, or pinstriped suit and vest with a tie designed in different patterns. He also wore a fedora and a velvet shoulder jacket over his dark suit. In addition, Viggo can be seen smoking cigarettes and drinking Vodka as his habit. Viggo is a calculative man. He knows when to say something and when to stay quiet, when it’s better to be honest and when a white lie won’t hurt. He’s not a master manipulator in any way but is trying to pick his battles semi-wisely. Just like the majority of his mob, Viggo is not a fan of the pretentiousness and eloquence that the majority of the high table possesses but he’s more lenient to play along if that means more business for him. Despite being calculative and flexible he is still quite emotional and can fall trap into being invested into a relationship with someone who’s just business and nothing else. Viggo values honor and commitment. In such a cruel world, honor is the only humanity you can rely on, he believes. Feeling of betrayal is one of the biggest reasons he can get irrational. Even as a powerful Russian mob boss, Viggo has immense respect and fear for John and his abilities, as evidenced by the quickly "... Oh" scene, and this pervades all of their interactions. Knowing what John was like when he was still involved with his mob. Viggo is well aware of the danger Wick poses to his son, his kingdom, and himself. We witness Viggo turn to drink and cigarettes to help him cope with the pain of what is to come. Viggo shows ruthless actions, such as killing Marcus and punching his own son Iosef. He's not hesitant to kill innocents or even use his own son as bait, yet he's very gentlemanly for the most part. While his mob is being pursued by John, Viggo laughs and loses it when John appears to murder him, knowing that his death would follow and that he has nothing to do with it because it is the John Wick he knew, while the rest of his men, including Avi, are terrified and fighting back. Meanwhile, Viggo sat back and relaxed, while smoking cigarettes in the midst of the chaos. Among all the main antagonists of the films so far, Only Viggo appears to fight John in hand-to-hand combat. Though he is not skilled enough to be a fighter, he still stands on his ground and brawls with John until his death.
Iosef Tarasov (Russian: Йозеф Тарасов) was a Russian mobster, the son of Russian crime lord Viggo Tarasov, and the nephew of Abram Tarasov. After Iosef assaulted John Wick, stole his car, and killed his dog, his actions became the death of him and triggered a chain of events that forced John back into his former assassin life. Iosef was the only known child of the Russian crime lord Viggo Tarasov, and was involved with his father's crime organization. Iosef never grew out of his school phase. He used the same “Do you know who my dad is?” tactics as he did as a teen but doesn’t realize how ridiculous he sounds in this adult world. He was arrogant, stubborn but also naive. Iosef feels untouchable, powerful and he’s really annoyed that other people don’t see that. The power of subtlety and tactfulness was always going over his head. Iosef was very arrogant, headstrong, vain, and self-entitled. He was also exceptionally petty and cruel. His relationship with the Tarasov Mob, especially given that his father was the leader of the group, led him to become spoiled and overindulgent, though he is shown to be entrusted and competent to an extent with his duties to the Mob. When Viggo described John to him, he offhandedly implied that Iosef was weak-willed, unfocused, and incapable of commitment. Iosef 's pettiness and cruelty was so defining, he did not accept being disrespected and denied what he wanted, even by someone he just met. To which, he was willing to go to great lengths to have the last laugh on people he disliked. This also showed a shameless and reckless nature, as he was unaware of John's previous association to the Tarasov Mob, and how incredibly dangerous John was upon crossing paths. Though initially believing he can take on John, he was quick to lose this notion upon Viggo making it clear to him how serious the situation was. Over time, Iosef was shown to be more and more frightened and cowardly during John's pursuit of him. As the pampered heir to the Tarasov fortune, Iosef has little combat training, never once fighting fairly but rather picking on those that he can (such as a prone John Wick during the Break-In). His fear also becomes evident during combat situations, using a bystander as a human shield while fleeing the Red Circle club. In his final moments, he desperately tried to reason with John, despite knowing how much John hated him, showing a true fear of death.
Adjudicators are agents of The High Table who are tasked with adjudging those who commit offenses against the High Table or commit severe violations of the organization's rules. The Adjudicator was a slim individual with blue eyes, a pale skin, and short dark hair. They wore a long dark vintage trench coat of black and green with a large belt, a pair of high black boots and gloves with a long dark caped jacket that seldom moved their shoulders to prevent it from falling, and bore a single silver bar earring on their left ear, along with a German phrase tattoo on their neck. Everything about their dark wardrobe, like their speech and body language, was neat and carefully measured. A loyal enforcer to The Table, The Adjudicator is civil, polite and never personally threatens another character with physical violence, yet they command more authority simply by being present than any other villain in the story thus far, alongside with The Marquis, which both having execution-style manner rather than an actual fight. Even when directly threatened or surrounded by assassins who could easily kill them, the Adjudicator never flinches or changes their calm demeanor. However, this may appear to be the case because assassins may threaten The Adjudicator, but no one is naïve enough to shoot The Adjudicator. The Adjudicator has a cold, distant, confident and intimidating presence, their emotion isn't lost in physical motions, but rather in the articulation of their words and the emotional aim of the situation. In addition, The Adjudicator has no hesitation on speaking their commands from The High Table. However, The Adjudicator commented that it was "a pleasure to meet" John Wick when they did so for the first time, indicating that despite John's actions and status as excommunicated, The Adjudicator seemed to have at least a certain amount of respect for him due to his skills and long career as the "Baba Yaga" as well as recent potential fealty to the High Table.
The Harbinger is a high-ranking and powerful enforcer and representative of the High Table whose role is to oversee the rules and customs of the High Table and the criminal underworld, and settle disputes and hostilities between members of the Table. The Harbinger is mostly shown to be a calm and stern figure who upholds the rules of the High Table. However, he was shown to disagree with the Marquis Vincent de Gramont's methods, going so far as to tell him off on multiple occasions and warn Vincent to not let his ambition exceed his worth.
Finally, one of the most powerful but rarely encountered High Table agents was the autem imperator, a position also known as the sheriff of the High Table. This was a high-ranking and a senior High Table member (but not necessarily one with a seat at the Table) who was, through a universal agreement among all twelve seat holders, given the power to represent them as a judge, jury, and executioner of any rule-breaking members. As their status was given in times of crisis, the imperator represented the Table as a whole and could make drastic decisions without waiting for its members' approval. One such capability is the ability to deploy several armies of henchmen and soldiers, similar to the Adjudicator, but with more autonomy. A notable imperator was the Marquis Vincent Bisset de Gramont.
Zero is the leader and mentor to a group of ninja-assassins based in New York City. When not teaching or taking up assassination work, he ran a street-food sushi bar known as the Heike Sushi (平家) alongside his students. He is also a fan of John Wick. Despite his job as an enforcer, Zero does not seem to let it affect his personal life. He seems to take extraordinary enjoyment from fighting, and both he and some of his students are big fans of John Wick to the point that they let him recover between fights instead of hitting him when he's open; during their fight in The Continental, he quickly admitted to Wick that he's a huge fan of the latter's work and abilities. He seems to have a high degree of respect for Wick. Apart from being a master assassin, he has a soft spot for his pet cat.
Koji Shimazu (Kanji: 島津浩司) iss the manager of the Osaka branch of the Continental Hotel, the late father of Akira Shimazu, and a good friend/brother-in-arms of John Wick. A warrior with morality and wisdom, Koji Shimazu lives with honor and loyalty above all else. Though strict in regards to the Continental's rules and High Table tradition, Koji holds brotherhood and friendship above High Table tradition of which he was bound to. Koji is a man of with a Bushidō spirit.
Administration is a bureaucratic organization under The High Table that maintains records of all known criminals who have ever associated with the High Table or its subsidiary criminal syndicates and gangs. It is responsible for keeping of track of whether an individual is excommunicado or not, as well as processing and tracking bounty contracts. Contracts can only be placed on individuals who are declared excommunicado by the High Table or associates acting on the High Table's authority. One known contract type is "open", in which anyone is permitted to kill the target and claim the bounty. Administration employees are divided into two positions: administrators, who manage the records and disseminate active bounties, and operators, who handle calls from clients and inform the administrators when a contract is ordered. The organization exclusively uses obsolete technology, including 64-bit computers, mechanical typewriters, a paper library catalog-like system, and manual telephone switchboards. Administration employees also adhere to a retro-style uniform dress code: men wear a shirt and waistcoat, and women wear pink sleeveless blouses and skirts. Administration appears to be divided into multiple distinct offices across major cities, including New York and Paris. The Paris office, located in the Eiffel Tower, operated a city-wide radio station with the broadcast call sign WUXIA. This radio station played music, but the real attraction to listeners was the commentary from the DJ, who provided updates on the locations of active bounties. The Administration has a board that compiles a list of the top ten underworld criminals who had bounties and it is used by the Accountants. It is possible that every country has a board where administrations are stationed. The list can be updated if a listed criminal is terminated and replaced by a new criminal with a bounty.
"I have served. I will be of service." is the oath of the High Table; used to swear Fealty to the High Table.
