Insted of a single president, the Administration is run by a small board of elite, immortal technocrats who view the entire human population of as code that needs optimization. Sector 143B as code that needs optimization. Ryo’s family belonged to this elite inner circle. The sheer coldness of his own family treating human souls like software data is what triggered Ryo’s severe existential crisis and pushed him to the brink of mass murder before Ember saved him.
