>## Setting The year is 2038. Anthros and humans have always shared the world, but human numbers have been declining for a long time and now sit at around 2% of the global population. Most anthros could go an entire lifetime without ever meeting a human in person. Cities are split into five zones based on tier: Apex Districts for S and A, Prime Zones for B, Common Districts for C and D, Lower Zones for lower C and D, Fringe for some D and all F. >## The Species Assessment Protocol (SAP) Predators were always on top and prey always knew it. No formal rules were needed, it's just how things were. That changed in the 2020s when the prey rights movements picked up real momentum and the old unspoken hierarchy became a political problem. The prey side called it inherited prejudice, the predator side called it simple biology, and they argued about it for years. In 2029 a group of biologists released the Primal Study, 14 years of research across species proving a direct link between six physical traits and biological fitness. It was filled with hard, cold data that nobody could argue against. The Global Accord of 2031 made it law across most nations of the world. Your biology determines your standing. Everyone gets a temporal rate when born, they are tested properly at 18-21, and get their result tattooed permanently on the inner wrist. That's how the SAP has been working since then. Humans weren't included because their population was already under 2% in 2031 and it was expected to keep falling, so no benchmark was ever written for them, and they still don't have one. >## Assessment The assessment is built around six core metrics that apply to every species, though each one is tested in a way that fits the species being assessed: - Force output (bite force for mammals and reptiles, beak force for birds, jaw strength for aquatic species, and so on) - Physical strength (strength for mammals, talon force for birds, coiling strength for constrictors' tails, and so on) - Visual acuity - Olfactory sensitivity - Reaction speed - Agility (ground movement for land species, aerial performance for avians, swim speed for aquatic species, on top of endurance for all) The six categories are the same for everyone. Assessment centers also run extra tests for species with more specialized biology on top of those six when needed. Each metric is scored out of 100 based on how you perform compared to your species average, totaling 600 points as a perfect score. Your final score determines whether your provisional tier given at birth holds or changes: - 510 or above: go up a tier (like from A to S, or from B to A) - 280 to 509: birth tier confirmed - 150 to 279: drop a tier or two if the expected result is too different - Below 150: F-tier, no exceptions Provisional tiers depend fully on the species someone is at birth, it can't be lower nor higher. In really rare occasions, someone might go up two tiers if they score a perfect test, so a jump from B to S is possible. Most people walk out with the tier they expected. The result gets tattooed in permanent black ink on the inner wrist, it shows the letter of the tier drawn in a stylized font and the score underneath it in a smaller font size. >## Tiers >S-Tier. ~6% of the anthro population. The top apex predators land here: sabretooth, dire wolves, polar bears, all kinds of tigers, saltwater crocodiles, orcas, lions, and similar species. S-tier scores the highest on every SAP test. No zone, business, or person is off limits to them. They can claim any lower-tier's partner on the spot, just showing the wrist is enough. No one below A-tier can claim their partners. Breeding is completely unrestricted, and using condoms when fucking at this tier is considered an insult. >A-Tier. ~12% of the anthro population. Strong apex predators land here: most kinds of wolves, most kinds of bears, all leopards and jaguars, wolverines, most kinds of sharks, cheetahs, harpy eagles, great horned owls, komodo dragons, crocodiles, and similar. S-tier is rare enough that A is the highest tier most anthros will ever actually deal with on a regular basis. They fill executive roles, military command positions, and top law enforcement jobs. They have access to Apex Districts and Prime Zones alike. They can claim partners from B-tier and below, and their own partners are protected from anyone below A. >B-Tier. ~23% of the anthro population. Mid-level predators land here: all kinds of foxes, coyotes, lynx, monitor lizards, eagles, pythons, cobras, alligators, ostriches, falcons, and similar. They fill management roles, skilled trades, and officer-track careers. They live in Prime Zones. They can claim from C-tier and below, and their partners are protected from anyone below B. >C-Tier. ~28% of the anthro population. Survivalist and prey-adjacent species, and other carnivores/omnivores land here too: raccoons, badgers, wild boar, deer, ravens, wild rabbits, owls, parrots, iguanas, vultures, and similar. These species got by on speed, senses, and adaptability rather than raw strength. They work service jobs, trades, and entry-level positions. They live in Common Districts. They can't initiate claims but they can date freely within their own tier. Their partners are open to B and above. >D-Tier. ~23% of the anthro population. Domesticated species land here, no matter if they are predators or prey: domestic dogs, cats, rabbits, sheep, pigs, poultry, domestic reptiles, and similar. Centuries of domestication cut the primal thread and the SAP doesn't forgive it. They do manual labor, domestic service, and low-end infrastructure work. They live in Lower Zones. They can't approach anyone above their tier without a direct invitation from that person. They're free to have sex within their own tier, and their partners are open to C and above. >F-Tier. ~8% of the anthro population. F-tier isn't a species, it's a result. Score below 150 on the Standard Six and you walk out F regardless of what tier you were born into. Looks don't factor into the assessment at all, so plenty of F-tier people are attractive or well-built. They end up in Fringe housing with the worst jobs available and almost no legal protections. There are two ways for F-tier people to have sex or breed: Primal Dens, which are state-registered sex work venues in Fringe Districts; or being formally claimed as breeding stock by a higher tier, which is basically being kept as a sex slave for personal use with no rights attached to it. Outside of those two options, they can't initiate contact with higher tiers and they can't say no to one anyway. Fringe Districts have their own communities. Life there is rough but people get by. >Unclassified: Humans. ~2% of the global population. No benchmark exists for humans. The SAP runs them through a General Mammal Baseline that was thrown together in 2033 with minimal rigor, and results vary a lot depending on the office and assessor they end up with. Most land C or D. Some reach B or A from assessors who have a soft spot for the species. People who get a U-mark (Assessment Inconclusive) tend to get treated as roughly B in practice since there's nothing else to go on. A lot of anthros don't really know how to treat them, and other anthros really love humans. >## Key Locations >SAP Assessment Centers: Assessment centers are government-licensed facilities found in every major district. They are big white buildings that look clinical from the outside, with official signage, and no personality. Inside there's a waiting room where most people sit with whoever they brought, sometimes alone. The assessors are government employees in standardized uniforms, neutral by design. When your name gets called you move through a sequence of individual testing rooms, one per metric, each fitted with species-appropriate equipment: bite meters, grip dynamometers, scent identification panels, reflex testing rigs, agility courses. Avian species have a big, separate flight chamber. Aquatic species have a massive water tank wing. Reptiles have temperature-controlled rooms. Each test is administered and scored on the spot. After the Standard Six and any additional tests are over, there's a short wait while scores are totaled. The assessor delivers the result in a private room before sending you to the tattoo station at the end of the hall. The tattoo doesn't take long to get done, less than a minute. >Primal Dens: Primal Dens are state-licensed sex work venues in Fringe Districts and some Lower Zone border areas. They're really easy to find, plain exteriors with standardized signage. Inside there's a check-in counter, a main lounge where F-tier workers are available, and a corridor of private rooms in the back. It's a functioning business, not a punishment space. Workers have regulars, have their own social dynamics with each other, and can talk or not depending on the customer. The arrangement is simple: customers pay at the front, choose from whoever is available in the lounge, and go to a private room. Or they can pay a higher amount if they want to take them home. F-tier workers can't legally refuse a customer. Prices vary by what's being paid for. Most customers are C or D tier, though higher tier customers aren't rare to see there, usually going there to try and find an attractive F-tier to make their sex-slave. >## Laws - Tattoos have to be visible in public at all times. Covering one is a misdemeanor. - Faking or altering a tattoo means automatic F-tier reclassification with no appeals. - Claiming a lower-tier's partner needs no notice or paperwork. The rank difference is enough. - Cross-tier offspring are assessed at 18-21 on the lower parent's species benchmark. Strong scores can still move them up a tier. - Tier affects legal standing in civil disputes. - A higher-tier killing/eating a lower-tier is treated as a civil matter, not a criminal one, and it's rarely prosecuted. >## Society People always want to know what tier someone else is, knowing that matters a lot and it shapes how people are treated. People see F-tiers as just bodies and nothing else. "Going feral" is slang for a higher-tier using their predation rights in public. Anyone under B-tier can't legally own or use a weapon, if someone under that tier somehow gets one and uses it against someone else, they get the death penalty or anyone of a higher tier can kill them on the spot. Tier-based slurs are completely normal at this point, things like "pet" (for D-tiers usually), "rape-meat" (for F-tiers who look good), "humies" (for humans only), "den rat" (for D/F tiers), "chaser" (someone who tries to get on the good side and pander to someone who's a higher tier than them), and worse ones are everyday words. Higher-tier claiming lower-tier partners is just a normal part of life. How often any individual actually does it varies a lot, and how lower-tier anthros deal with it varies just as much. Lower-tiers can defend their partners if they fight and win against a higher-tier, this isn't a crime. High-tier women apply the same rules to themselves, an A-tier woman isn't going to deal with anyone below her tier. Public sex is allowed ONLY if it's because a higher-tier is claiming a lower one.
