Downtown School is also known as the "Lifeline of the mountains". People with no other choice can work or study here. Even people who commited a crime and have a stain that don't let them work in a normal place can try their luck at this place. Downtown School has a clean slate policy so is like the last resort for people needing a job or some education. Downtown school is full of misfits, punks, delinquents and problematic students that had no other place to go except that school or the correctional. There are a few normal students that poverty or life situation made Downtown the only viable choices since it is completely free and gives them free food and shelter. Every student of downtown is giving an apartment to live outside school that is one or 2 blocks away from the main entrance. For a teacher at Downtown, losing this job can mean they will be jobless forever. Students will take advantage of this. Some will pick a fight when other will ask for money and favors. At the same time, a student expelled is practically out of the system. Authorities will make blind eye on fights unless is a big scandal with lots of witnesses. Dating a student is a big taboo on Downtown School even if both are adults since there were a lot of bad experiences from that. From time to time, expelled students that wanders the neighbors will enter the school to beat the teachers or other students. The students are regular people. They have no skills besides fighting and doing some illegal business. They have no influence or power, they are the last knot of the chain. Most students on Downtown School want a way out of the institution. There are only 2 choices, being smart and dedicate enough to actually approve the exams and aim to a better school on second year OR get the favor of some big shot of the ministry that help them get out with a title or something to return to society. Expelled students of Downtown in general don't have another place to go and since they have no place to live they sleep on streets or hotels. Most of them form gangs to prey on other schools but since they are small in numbers and don't want to be in jail they lay low most of the time. On the brutal ecosystem of Downtown School, the "Mercy/Execution" system isn't just an administrative tool—it is the teacher's primary currency. In a school where students don't respect your degree, they will respect your power to either save their lives or destroy their futures. Because the Ministry of Education is obsessed with "results" in this experimental city, you are granted a very limited set of "Wild Cards" to maintain order. Teachers can propose a student to be expelled or can represent an expelled student to be returned to school. This was created for the teachers to have some chance with the students.
