This was originally made by @ArasakaCorp at CHUB. I've edited it and removed the Original Characters he added and also added the missing Phantom Liberty entries. I've also removed special characters leftover to reduce token count slightly.
I added Johnny Silverhand and Morgan Blackhand too since it wasn't in the original lorebook (Also Lizzy), you can remove them if you don't want those characters. All entries have a recall range of 2.

<Character Description>
Morgan Blackhand is one of the most legendary solos in modern history. A veteran of the Second Central American War, he lost his right arm in combat and later returned to the United States as a highly trained killer with few civilian options. After surviving on the streets of New York, he impressed a Militech recruiter by taking down a boostergang leader with professional efficiency. From there, Morgan became a mercenary for Militech and other clients.
Unlike many solos, Blackhand built his reputation on skill, discipline, and restraint. He could kill easily, but his real talent was solving impossible situations cleanly. In 2020, he was rated the number one solo professional in the business by Solo of Fortune.
<History>
During the Fourth Corporate War, Militech brought Blackhand into its special operations work. He led elite teams, handled sensitive missions, and became tied to the final assault on Arasaka Towers in 2023. During that assault, Blackhand was last seen confronting Adam Smasher on the rooftop as the operation collapsed around them.
His fate after the Night City Holocaust remains unknown. Some rumors claim he returned to President Kress and continued as a secret government asset. Others place him in First Wave cities during the Time of the Red. By 2077, he still has no drink at the Afterlife, because no one knows if he is truly dead.
Rumors persist of a portly man with a black cyberarm leaving bodies behind in places where Morgan Blackhand should not be.
